ABOUT THE SECURED TRANSACTION FILING OFFICE
What is this website for?
This website is where you find the Secured Transaction Filing Office. It is where you come to file notices of security interest in movable property (collateral) and to search for notices of security interest. If you have agreed to take a security interest in movable property of someone (the debtor) who has an obligation to you, often an obligation to repay money, you may file a notice here to inform others of your security interest, provided the debtor agrees. In order to check for prior security interests in collateral that is offered to you as security for an obligation, you may search the filing office’s electronic archive through this website.
Why file and search?
The reason for filing and searching in the filing office is to ensure that your security interest has priority over other interests in the collateral. By filing a notice, you establish priority over others who may claim an interest in the same property and who either do not file a notice or file after you do. The notice also establishes your priority against buyers of the collateral in most cases and your priority in the collateral in case the debtor goes into insolvency proceedings.
Where is the Filing Office?
The filing office is organized under the Ministry of Commerce. The only place you should normally need to go is to this website, since the physical filing office located in the Ministry is only for administrative purposes. If you have questions or need help with navigating the website, you may call the filing office staff at (855)23-866 043, or go to administrative office on the Third floor of the Ministry of Commerce building B at Lot 19-61, MOC Road (113B Road), Phum Teuk Thla, Sangkat Teuk Thla, Khan Sen Sok, Phnom Penh, Kingdom of Cambodia.
